I recently puchased a Motorola 828 radio on ebay, with the intention of fitting it to my Javelin, but unfortunately it does not work. Got a rebate from seller, but still have the radio. Does anyone in the club have experience of repairing old radios or possibly know of someone that does. Alternatively, might there be a company out there that exchanges non-working radios for refurbished ones?

open it up, put on power the carefully prod each component with an non metallic prod, your finger is a good choice.
most old radios fail due to circuit board cracks or solder cracks. In my youth many a radio was repaired in this manner, many ended up with cardboard jammed between components to keep them running. Crude but effective.If it has been sitting in a coastal area ,spraying with WD40 or other electrical spray can do wonders.

Rupert ,the Motorola 828 was a quality car radio I remember working on back in the 60's . They were introduced at the time when many cars started to use Neg. Earth
& the '828' could accommodate both Neg. or Pos. earth by internal links adjustment, directions sometimes given inside the case.
If the radio has been connected wrongly, the fuse in the supply lead fails. If the supply fuse fails & you are certain the polarity is correct then the chances are it's a
protection diode in the Power Supply Circuit or maybe a power transistor in the Output stage, ...it was some time back.
