I hope you had a reply before this, but just in case: -
The hub cap 'sounds' like a 1930's one - does it have any sort of pattern pressed into it - like leaves? Javelin hubcaps were all 'press on' and did not have screws.
The badge sounds interesting. I personally do not recognise it from the description but it could be a 'proprietory' item that could be purchased to go on a badge bar.
Even if there is no other interest, it would be nice to see pictures of these items. You may have to contact Keith Clements for details of how to do this.

What you have is part of an early Jowett Javelin bonnet badge. A similar one was offered on eBay recently ( Item number: 200009297118 ). (The starting price was listed as $9.95 US althought the vendor was in the UK. There were no bids).
