Am changing my carbs for re con ones and on taking off the old carbs have noticed the spring on the slow running air screw is missing. I am amusing that the spring holds the screw at the set position. Would this affect the engine balance if the screw is moving by itself and what would happen if the screw had fell out.

Yes it would affect balance if the screw moved.
If it fell out, tick over would be rough or the engine would stall.
