Setting engine running

Am finding it hard to set the engine running. Have set it by the service manual instructions with no joy engine either ticking over too fast with stops fully out or hunting.
Have used a syncro meter to balance carbs.
The timing is running at 12 deg before TDC at tick over should this be zero.
Have fitted recon carbs and recon dizzy with Clements curve.

Hum...the 12 deg mark is for valve timing not ignition. I am not surprised it is not running correctly.
